DepED Internet Connectivity Project

The DepEd Internet Connectivity Project (DICP) is a project launched by the Department of Education which aims to connect all Philippine public high schools to the Internet as well as provide the necessary monitoring and training for students, teachers and other school personnel in its use.

Launched on May 15, 2009, the DICP, together with the multi-sectoral Gearing Up Internet Literacy and Access for Students (GILAS) program launched back in January 2005, has already connected 2,375 out of 6,505 schools nationwide.

Since Internet availability varies widely from region to region in the Philippines, the project has set some guidelines in order to standardize the Internet service available to students. Schools are allowed to have only one connection to the Internet, except in the case of school extensions and annexes which can request for their own separate Internet connections.

The annual cost of the Internet subscription must not exceed P48,000 per school.

In regions within the coverage area of major Internet service providers (ISPs), schools with one to five computers are required to have a DSL connection with a shared bandwidth of 64 kbps to 3.5 mbps through a wired, fixed wireless, or USB modem. In schools with six or more computers, the required DSL connection must have a shared bandwidth of 128 kbps to 3.5 mbps through a wired or fixed wireless modem.

In regions outside the coverage area of major ISPs, a broadband satellite Internet service with a Committed Information Rate (CIR) of 64 kbps uplink and downlink speed is required.

Schools which have been connected to the Internet through the GILAS program shall retain their Internet service until the expiry of the contract between GILAS and the school. Once the contract with GILAS ends, schools can remain connected to the Internet under the DICP, provided their Internet subscriptions match the DICP standards.

Training and Development

Purpose:

To ensure competent staff in the districts and schools through an efficient and effective training and development system to  improve learning outcomes.

Functions:

1. Operationalize the training and development system and standards of the region.
2. Identify training needs based on TNA results.
3. Develop Master Training Plan for Division personnel and Division Education Program Supervisors.
4. Design training programs.
5. Monitor & evaluate effectiveness of the training conducted.
6. Update the Human Resource Information System  (HRIS) and Training and Development Information System (TDIS).

Enhanced BEIS

The Basic Education Information System (BEIS) maintains a database of education statistics, sector performance indicators and profile of public and private schools, learning centers and other education service providers. It is a web-based system designed to enhance information management at all levels of the education system (school, division, region and national levels) through streamlined processes and use of information and communication technologies. It aims to deliver relevant and accurate information to school heads, education managers, policy makers and various stakeholders of the education system. The BEIS aims to achieve the following objectives:

  • Improve the collection of data from the schools and field offices and efficiently render delivery of data/information to various stakeholders.
  • Support information requirements for planning, quality assurance, monitoring & evaluation and other decision-making activities at all levels of the education system.
  • Provide a venue for sharing, using and reusing knowledge within DepED through improving access to data/information.

Education for All (EFA)

The Philippine Education For All (EFA) 2015 is a vision and a holistic program of reforms that aims at improving the quality of basic education for every Filipino by 2015.

Overall Goals & Objectives of Philippine EFA 2015

  1. Universal coverage of Out of School Youth (OSY) and adults in the provision of basic learning needs;
  2. Universal school participation and elimination of drop outs and repetition in firsts three grades;
  3. Universal completion of full cycle of basic education schooling with satisfactory achievement levels by all at every grade or year;
  4. Total community commitment to attainment of basic education competencies for all.

Education For All (EFA)  is a global movement  led by UNESCO aiming to meet the learning needs of all children, youth and adults by 2015.

UNESCO has mandated to lead the movement & coordinate the international efforts to reach Education for All.  Governments, development agencies, civil society, non-government organizations and the media are but some of the partners working toward reaching these goals.

The EFA Goals also contribute to the global pursuit of the eight Millennium  Development Goals (MDGs), especially, DG 2 on universal primary education and MDG 3 on gender equality in education, by 2015.

The Fast Track Initiative was set to implement the EFA movement, aiming at “accelerating progress towards quality primary education”.

The Six Goals of Education for All (EFA) have become UNESCO’s Overriding Priority in Education

1. EXPAND EARLY CHILDHOOD CARE & EDUCATION
The  goal callas for better and more possibilities to support young children, and their families and communities, in all areas where the child is growing-physically, emotionally, sociably, and intellectually.

2. PROVIDE FOR FREE & COMPULSORY PRIMARY EDUCATION FOR ALL
Therefore this goal sets the objective of seeing that all children-girls as well as boys-go to school and finish primary education.

3. PROMOTE LEARNING and LIFE SKILLS FOR YOUNG PEOPLE  and ADULTS
This goal places the emphasis on the learning needs of young people and adults in the context of lifelong learning.

4. INCREASE ADULT LITERACY BY 50 PER CENT
This calls for a certain level of improvement in adult literacy by 2015-it says that it should be 50 % better than it was in 2000.

5. ACHIEVE GENDER PARITY BY 2005, GENDER EQUALITY BY 2015
This goal calls for an equal number of girls and boys to be enrolled in primary and secondary school by 2005-this is what gender parity means.

6. IMPROVE THE QUALITY OF EDUCATION
This goal calls for improvement in the quality of education in all its aspects, aiming for a situation where people can achieve excellence.

Resource Mobilization and Special Programs & Projects

Purposes:
•   To respond to the special needs of the region and divisions by mobilizing and equitably distributing the resources from stakeholders to ensure the efficient delivery of quality basic education.
•   To ensure effective and efficient implementation of special programs and services in the  region & divisions.

Functions:

1. Establish structures and mechanism to implement policies and to comply with standards.
    • Identify needed and available resources;
    • Establish partnership with internal & external stakeholders;
    • Mobilize human, financial and material resources;
    • Prepare priority list of recipient districts and schools.
2. Provide technical assistance in the implementation of Special Programs/Events and Services.
3. Conduct monitoring and evaluation activities

Quality Assurance & Accountability

Purpose:

To assess, monitor and evaluate the district and school performances to ensure compliance with standards for quality basic education.

Functions:

1. Organize the Division Quality Assurance and Accountability Team.
2. Prepare an integrated Division Monitoring and Evaluation Plan
3. Develop Monitoring and Evaluation tools and methodology.
4. Install Data Collection, Processing, Analysis, Interpretation and Information Reporting and
Storage Systems.
5. Integrate all Quality Assurance and Monitoring & Evaluation and adjustment efforts to feed into the system
6. Provide technical assistance to the Division Office Units and Teams and District Offices on the conduct of monitoring and evaluation.
7. Monitor private schools’ compliance to standards set.
8. Conduct accreditation of public, vocational/technical, private schools and ALS.

Policy, Planning & Research

Purpose:

To provide management/stakeholders a complete, valid, timely and accurate data/information, organized studies and planning system to facilitate the formulation and implementation of the education plans, policies, standards, guidelines in all areas of basic education in the region.

Functions:

1. Lead in formulating the District and School Improvement Plans.
2. Conduct rapid appraisal of SIPs and recommend to the Division Planning Team for review.
3. Formulate policy recommendation and education standards for the region based on MIS and
research.
4. Organize Division Planning Team.
5. Lead in identifying research agenda, conducting research and ensuring the use of research
results as basis for improving learning outcomes.
6. Install Data Collection and Storage System for planning and policy direction.
7. Lead in evaluating and processing the application of private schools applying for permit and
recognition.
8. Establish linkages and networking with internal & external stakeholders.

Curriculum & Learning Management

Purpose:

To maintain full operation of the basic education, special and indigenized curricula in the districts and schools by monitoring and assessing its implementation to ensure adherence to standards.

Functions:

  1. Review and enhance the basic education, special and indigenized curricula and Alternative Learning System.
  2. Establish and formulate structures and mechanisms in implementing policies, guidelines, standards and specifications.
  3. Make available IMs/ SIMs.
  4. Develop and validate monitoring/assessment tools/instruments.
  5. Monitor & assess the districts’ and schools’ implementation of basic education, special an indigenized curricula and compliance to policies, guidelines and standards set.
  6. Provide technical assistance to districts and schools in the implementation of basic education, special and indigenized curricula and Alternative Learning System.
